The reason: a little known property tax limiting provision of Colorado’s state constitution.

In big population centers, which are better equipped to handle a drop in revenue, property values are rising so fast that their budgets will grow anyway. It’s the places that can least afford it that will see their tax revenues decline in the coming years. Places that have about half the volunteers they need. Places that spend heavily to train young firefighters only to lose them to higher paying jobs in metro Denver. Places where response times get longer and longer each year.”Outside the Front Range, it’s a big deal,” said Garry Briese, executive director of the Colorado State Fire Chiefs. “It truly is the urban rural divide.”

Added to the state constitution in 1982 a time that saw taxpayer revolts across the country the amendment set a limit on how much of the statewide property tax load could fall on homeowners. Residential properties under the Gallagher formula could make up no more than 45 percent of the state’s property tax base. Other properties make up the remaining 55 percent.

That means whenever home values rise faster than those of commercial, industrial and agricultural properties, the residential assessment rate the formula that determines a property’s assessed value must drop.

It has dropped so far that residential properties are now assessed at 7.2 percent down from 21 percent when Gallagher was adopted and from 7.96 percent last year. Commercial properties have stayed at the same rate as in 1982 29 percent. But that’s little consolation to a predominantly residential district such as Sable Altura.

Decades of annexations by Aurora and Denver have shrunk the district in unincorporated Adams and Arapahoe counties from 158 square miles to 24. Fire Chief Matt Hilinski says he has just eight businesses left, along with 2,200 residents.

Others around the outskirts of Denver face similar challenges.

Thompson’s Grand Fire Protection District, southwest of Rocky Mountain National Park, is arguably one of the lucky ones. It has been able to maintain services but only because it stockpiled such a huge reserve before the financial crash. Today, Thompson spends nearly $200,000 more than he brings in each year. If it weren’t for the tax shrinking Gallagher, he could’ve cut his operating deficit in half. Instead, his revenues are expected to grow by a paltry $11,000.

“We’re eating our own flesh, if you will,” Thompson said. “We’re living off our reserves.”

Thompson has started loaning fire trucks out to places such as California to make a few extra bucks. But it doesn’t add up to much. So, while big cities are taking advantage of the economic boom and saving for a rainy day Denver maintains a 15 percent reserve places such as Grand are spending emergency funds like it’s still 2008.

“We’re trying to sit on as much as we can,” Thompson said, but if revenues don’t start to grow, the reserves will eventually run out.

The nightmare scenario for small departments such as Grand and Elizabeth is that the housing boom continues, forcing the assessment rate further down, only to have the bubble burst, sending home values and tax revenues tumbling.

The term “Energy vampire”, or “Psychic Vampire” is often a misunderstood term, but it is basically a person who lives and feeds off the life force or energy of other people. The “energy vampire” person is actually unable to develop their own energy, and in turn they have to go “outside” of themselves to get energy. The main cause of energy stealing or feeding is a lack of connection to ones own personal power or soul, for if you had a connection to yourself on a deeper level you would have no need to use other people for energy. It is extremely common among humans although only a few people are actually aware of it, in terms of having to protect their own energy from being stolen or used by others. On a deeper level, the act of taking or using someone else’s energy is based on having power over another person, and it is a lower level of consciousness that people have chosen to operate under.

A common belief is that energy vampires are negative people or use negativity to drain you, although this is not true. Someone can take your energy just by you speaking to them, listening to them speak, looking at them, or being close to them in terms of space, (like if you were to stand very close to another person). It has nothing to do with being negative, it has to do with a person who is on a lower vibration energetically, and just by dealing with them, your energy is taken.

What is even more interesting is most people who take or use other people’s energy, do not know they do it. This is because most people do not understand how energy works, therefore they have no idea they are draining you of your energy. The people who understand how energy works and are also users of other people’s energy are what I call “Professional thieves” meaning they actually purposely choose to use other people for energy. I had a friend at one time in my life who told me she would purposely “steal” other people’s energy and feed off of other people energetically. I asked her how she did it and she said, “with her mind”. She said she would pull people to her intentionally just with her thoughts and by just someone paying attention to her, she could take their energy. I asked: so a person has to be paying attention to you?, and she said yes, by them paying attention to me, they give me their energy. This makes a lot of sense, because whatever people focus on, they tend to give their energy to. I later found myself always tired and drained around this “friend”.

Whenever we have a relationship or interaction with another human, the other human we are having the relationship with or interaction will either function on two levels.

The first level is the giver level, this is a person who does not have any type of hidden agenda or desire to control or have power over others. This level is how people should function with one another. This level is what is right and respectful within the universe as the way you are “supposed” to operate as a human being. Within the universe humans are supposed to be beings who “share” their energy with each other, and not take one another’s energy and not give back anything in return.

The giver is a person who is connected to the “light” as they say, meaning, this person has a connection to his or her own inner power/soul and has no need to use other people for energy, because they can develop their own energy. This is how you are “supposed” to function as a human being.

The giver has an energy field (aura) which develops its own energy and in turn gives that energy to others.

The second level is the user/abuser and taker level.

The user is the human who has chosen to dominate, control, have power over, or manipulate one another as a way to compensate for his or her own lack of power, understanding and soul. The user may be completely unaware of his or her actions and functions on “automatic pilot”, not really knowing who they are and why they operate the way they do.

Some users understand more then others and actually purposely steal other people’s power, energy and soul.

The user tends to associate with other users and givers usually avoid these types of people. The user may be in high profile positions, such as teachers, healers, leaders, etc. The user is more common within the race of humans then the giver. This is due mostly to unhealthy choices and being spiritually dis connected to ones own power and soul. The user tends to operate under fear, which is due to his or her own lack of power, understanding, and higher consciousness. The user functions at a level at which non physical beings of a dark nature function at, which is a level of over powering one another, dominating one another, or attempting to control one another.

The user has an energy field (aura) which is reversed, meaning it does not develop its own energy, but instead it gets its energy from outside of itself, from other people.

As we deal with one another in a social or sexual relationship, we exchange energies completely unseen by the naked eye. When a user operates with another user there is very little power lost or stolen between the two people as they are both users and operating at the same level.

When a user operates with a giver, there is an imbalance of energy exchanges. What this means is the user cannot give or exchange energy because of his or her lack of power, while the giver tends to “give” energy to the other person which is the user. So this imbalance creates a unhealthy relationship between the two people, as one person takes and the other person gives. As the relationship develops the user can actually steal whole parts of power or soul from the other person who is a giver. These parts of power or soul that are stolen from the giver are usually unknown to them because of their lack of understanding of how the soul functions on an energy level in regards to “Soul Loss”. As parts of personal power are stolen they create openings or holes in the energy field. Once a person begins to develop holes in his or her energy field they are “energetically vulnerable” meaning they have power missing from them which in turn has caused them to be open energetically to non physical beings. The attachment of non physical beings in a persons energy field is what causes a person to develop lower levels of consciousness, energy, and power. The more power a person has stolen from another person, the more power is lost from that person and the more energetically vulnerable that person becomes.

It is important to understand that we are not living in a world that is made of kind and loving beings, although you may believe you are. The darker truth of life is that this world we live in is made mostly of fear based beings, lower level humans, and dark consciousness. For if we lived in a loving world there would be no need to fight, battle, have power over each other, start wars, or hurt one another.

The fact that humans have lived for thousands of years, and have created nothing but sickness, pain and misery within one another is only an example of how humans operate on a deeper level.

Now, I believe there is a time for change. That we must understand what is wrong in order to fix it.

That we must choose to understand who we are, and learn to make the choice to not live in fear, or give our power to others, or allow fear and lower level energy into our lives.

Until we understand that there is no more need for fear, or pain or misery we will never change.

To make the choice to become spiritually intelligent is to understand who we really are.

Who we are is not a living breathing human being, but we are much more then that. We are soul beings, trapped in a physical body until we make the choice to leave this world.

So when a person comes to you to steal your power, what are you going to say to them?

No! You cannot steal my power, go get your own energy and power and stop using other people for your own personal benefit. When we make the choice to not allow others to use us, we choose to become self empowered through our own choices to not allow other people to make us sick.

Mulberry handbags have long been a proud example of the best of British craftsmanship and are one of the most coveted designer brands.

From the butter soft leathers that give the Bayswater and the Alexa their characteristic luxuriant slouch to the discreet functionality of their classic Clipper holdalls, Mulberry is one of our most desired labels.

But everything is not rosy in the company’s Somerset home. On the stock market, its share price fell by a quarter in recent days from being worth 1.5billion in its heyday, the value has dropped to around 400million.

Those stark figures hint at trouble afoot.

And it’s no surprise: the classic Bayswater bag, beloved by middle class mums everywhere, cost 495 five years ago.

Now it is at least 895 for the basic edition, with most Bayswaters priced at more than 1,100. Not surprisingly, this has driven away many of the brand’s core fans.

Fashion experts pinpoint the change to the arrival of a new French CEO 18 months ago.

Bruno Guillon hailing from the snootiest of French brands, Hermes has been accused of having little understanding of Mulberry’s British character.

He has determinedly driven the brand from upmarket, aspirational luxury to the stratospheric end of the pricescale.

Guillon is said to be determined to take Mulberry from its cosy, country roots into the same category as brands such as Chanel and Louis Vuitton.

And it’s not just the classic Bayswater handbag.

Today, Mulberry’s small Lily evening bag is 750 six months ago, it was 595.

Her clients are busy spending their money at Dior the irony being that while Mulberry reaches a level where its core British market can no longer afford it, its manufacturing quality and breadth of design simply are not up to scratch in the international luxury market.

‘Prices are off the scale,’ she says. ‘They compete with Dior and Hermes, but they’re just not as innovative.’

Mulberry is clearly no longer the cottage industry that founder Roger Saul began in Somerset in 1971 with a 500 gift from his father.

Since a takeover in 2002, growth and serious profit has been high on the agenda.

Mulberry issued it bag after it bag the Roxanne, the Bayswater, the Alexa, the Del Rey and courted the celebrities of the moment.

Prices crept up of course, and then the Emerald City hove into view: Asia, the great hope of every luxury brand with Hong Kong dollar signs in itseyes.

Yet, while they price their products for rich Chinese shoppers, Britain still represents the majority of Mulberry’s customer base, as well as providing its design DNA and international kudos.

Indeed, a newly opened second Somerset factory is helping achieve the company’s aim of making half of its goods in Britain.

But Mulberry’s British fanbase has noticed the change the new bag they save up for over a number of years has gone up by hundreds of pounds. And they’re turning their back on the brand as a result.

Business experts, meanwhile, suggest Mulberry should reduce its bag prices to between 200 and 600, to compete with the middle market likes of Coach and Michael Kors.

Not that there’s anything wrong in seeking new customers, but constantly raising prices to generate exclusivity surely underestimates the intelligence and tolerance of itscustomers.

Mulberry’s obsession with celebrity may also be problematic: Teare believes that the young, hip likes of Cara Delevingne, Alexa Chung and Lana Del Rey, alienate its more ‘grown up’ customers.

It’s a fair point: the young might be more reckless spenders, but they are less well cushioned from hard times than their parents and grandparents, less equipped to recover, and have less cash tospend.

So, where can Mulberry fans go if they can’t face the prices?

I’d point to Jaeger, another British brand that suffered mixed fortunes as it aimed for a cooler international crowd, is now back on track as it targets a homegrown, older, more affluent market.

How much sun do you need?

Too much sun causes skin cancer, not enough leaves us short of Vitamin D. We’re a nation of sun drenched, beach dwelling, bronzed Paul Hogans and Chips Raffertys.

But this national image is a mirage the reality is we don’t get out as much as we could or should.

Long working hours, the shift to service industries (often office based), the decline in outdoor activities, the rise in popularity of screen games and computers all mean that we’re spending more and more time indoors, out of the sun.

Sunlight is the major source of vitamin D in our bodies (about 90 per cent) and studies show fallling levels of Vitamin D in our bodies because of the time we spend indoors.

Low vitamin D levels can cause osteoporosis, a condition in which our bones lose calcium, become brittle and are susceptible to fracture. And it’s also been linked with multiple sclerosis, diabetes, bowel cancer, breast cancer, prostate cancer and lymphoma.

Studies suggest that between about a third and a half of Australians have at least marginal vitamin D deficiency.

Some groups in the community have more serious vitamin D deficiency; people with dark skin, people who are elderly, housebound, bedridden, and women of the Islamic faith who cover their skin.

Sunlight and cancer

But Australia also has the highest rate of skin cancer in the world thanks to our (predominantly) fair Northern European skin and the abundant sunlight that is there when we care to take it. By far the biggest cause of skin cancer is the ultraviolet light in sunlight. In Australia, about 95 per cent of cutaneous melanomas, and 99 per cent of squamous and basal cell carcinomas are caused by solar UV radiation.

So what we need is a balance enough sun to make Vitamin D; but not enough to give us skin cancer.

The question is; how much is enough? A group of experts from a wide range of medical disciplines have come up with some rules of thumb and published them in the latest Medical Journal of Australia.

They tried to find out how much sun you need to get enough Vitamin D, taking into account seasonal and geographic variations in Australia because sunlight varies from place to place and at different times of the year.

To find out how much sun shone in what parts of Australia, and when, they analysed daily UV radiation levels in major cities across Australia collected by the Australian Radiation Protection and Nuclear Safety Agency (ARPANSA) over a year (in 2001).

They also needed to know how much sun in these places and these times was needed to produce sun damage to the skin. The measurement of damage they used was the amount of UV radiation needed to cause erythema the red flushing of the skin caused by exposure to sunlight. (The more erythema, the greater the likelihood of damage and cancer).

Because of the variables of geography and seasons, and variations in how an individual reacts to sunlight, it wasn’t possible to come up with hard and fast rules but they did produce some useful guidelines.

Avoid the midday sun

The time when the skin makes most Vitamin D is when it’s exposed to the midday summer sun but that’s the time the skin is most easily damaged.

In January for example, across Australia, 2 to 14 minutes of sun three to four times per week at midday will give fair skinned people with 15 per cent of the body exposed the recommended amount of Vitamin D. However, redness can occur in only eight minutes in these conditions.

So in peak summer times from 10 am to 3pm, you should use protection against the sun; shade, hats, clothing, sunglasses and sunscreen.

But earlier in the day and later in the afternoon, for a similar period of sun exposure and vitamin D manufacture, you get much less skin damage.

From October to March, around Australia, 10 to 15 minutes of unprotected sun exposure of the face, arms and hands before 10am or after 3pm, three to four times a week, will give you enough Vitamin D without skin damage.

But this may not be enough in southern states, especially in winter. You’ll need longer periods of exposure or more flesh exposed to the sun.

In Melbourne and Hobart from April to September, and Sydney and Adelaide in June and July, you may actually need short periods of exposure in peak UV times ie 10am to 3pm to get enough vitamin D.

Longer for dark skins

Note that the figures only apply to fair skinned people. People with very dark skin need around six times more exposure to UV radiation to produce as much vitamin D as someone with fair skin. These people may need sunlight exposure during peak times ie the middle of the day especially in the southern states from April to September, and in the central areas of Australia in June and July.
